Earlier, Donetsk Oblast Governor Sergei Haidai said Russian forces had taken control of the villages of Kremena and Lugashnine, both northwest of Severodonetsk.
“Evacuation from there is no longer possible,” he wrote in the Telegram early Monday morning. Luhansk residents have been warned that this is their last chance to evacuate.
Ukraine on Sunday launched a counter-offensive aimed at cutting off supply lines to Izyum, where Russia appears to be gathering troops for the northern confidence of the Donbass region, mostly a Russian-speaking and heavily industrialized region where the war erupted in 2014.
The Russian military said on Monday that its missiles had hit more than 20 military targets in eastern and central Ukraine in the past day as they stepped up their campaign to destroy weapons factories, railways and other infrastructure targets before the offensive.
Residents of Vasilkov, a city south of Kyiv where a military air base is located, said a big explosion on Monday morning.
Russian rockets also hit Lviv, killing at least seven people, according to Maxim Kozitsky, its regional governor.
“Currently we can confirm that seven people were killed. We also know that 11 people were injured. There is a child among them,” he said. “Three victims are in critical condition. He confirmed that there were four missile strikes, with three hitting military infrastructure and one tire shop.
