A city council spokesman said: “We are working hard to ensure that our residents receive their discounts on energy bills as soon as possible and expect to be able to provide an update over the next few days confirming when payments will begin.
“We will give priority to residents who pay their municipal tax by direct debit before we open an application process for those who do not and for whom we do not have bank data.
“Like a lot of advice, we had to make significant changes to our IT systems to make these payments, and these changes had to be tested to avoid problems we’ve seen elsewhere in the country. The government’s guidelines mean that the actual payments should be made to the Council’s taxpayers, not just credit the Council’s tax accounts, which would not require these changes. “
