Teenage drivers may be allowed to drive trucks, large vans and vans in line with proposals imposed by ministers to tackle the shortage of delivery drivers in the UK.
The plan will lower European Union standards in the United Kingdom, which it adopted 25 years ago, which restrict the types of vehicles that newly qualified drivers can drive.
Some Whitehall officials are concerned that this could provoke a backlash from road safety fighters over the admission of young and inexperienced drivers behind the wheel of larger vehicles.
Theresa Kofi, secretary of labor and pensions, called for the change on the grounds that it would expand the range of potential drivers available to supermarkets and other delivery companies. She raised the proposal at a meeting with industry leaders late last month to discuss it.
