France and Germany have exported hundreds of millions of pounds in arms to Russia, evading EU sanctions since the annexation of Crimea in 2014.
Investigate Europe, a team of journalists working across the continent, said ten member states had sold 346m euros worth of military equipment to Moscow, some of which could be used in Ukraine after the annexation. Most come from France, Germany and Italy.
President Macron has called for a resumption of discussions with the Kremlin, saying China will dictate the terms of a possible ceasefire in Ukraine if European leaders do not resume talks.
He said he planned to resume talks with President Putin despite revelations of atrocities by Russian forces in Bucha and other Ukrainian cities.
