The city of Winnipeg is introducing new rules for pet owners, covering everything from raising dogs and cats, day care for dogs and feeding wildlife in the city.
The regulations for responsible ownership of pets have been updated by the city council, and the new rules will take effect on July 1. It updates the rules for pet owners and the pet business.
Here are some of the new rules.
WEATHER SAFETY AND PETS
The regulations include rules that prohibit leaving pets unattended in vehicles when it is 22 degrees Celsius or warmer, or minus 10 degrees Celsius or colder. The city said it does not apply to working vehicles with working air conditioning or heating systems.
The regulations also prohibit cycling with your dog at temperatures of 22 degrees Celsius or higher to prevent heat exhaustion and burnt paw pads.
Pet owners are also prohibited from tying or placing dogs outside for extended periods of time and dogs must be monitored when they are outside.
“This helps minimize the impact of dogs on neighborhoods, prevents negative behavioral changes and protects them from exposure to fleas, ticks, mosquitoes or other hazards,” the city said in a statement.
WILDLIFE CONSERVATION
The new regulations also regulate the feeding of wildlife in the city.
“The feeding of wild animals is also already banned (except for birds) in order to prevent overpopulation of urban wildlife and reduce conflict with people,” the city said.
The regulations also prohibit the use of traps to keep the body or glue outside, noting that they can cause injury or death to animals.
The use of rodenticides outdoors is also prohibited unless used by licensed pest control companies or government agencies.
Live release traps are still allowed, but they must be inspected at least once a day, and captured animals must be released or humanely euthanized.
DAY CITIES FOR DOGS
The city has also introduced new requirements for dog kennels, which were previously unregulated.
“Separate play areas for small and large dogs should be used, with a minimum of 20 square feet per dog in small dog areas and 35 square feet per dog for large dogs,” the city said. “Dog groups must also have at least one employee for every 25 small dogs and one staff member for every 20 large dogs.
The rules also include mandatory dog assessment and staff training, along with minimum standards for cleaning and safety of facilities.
ANNOUNCEMENT
Now dog and cat owners must obtain a breeding permit from the city, which places several requirements on breeders, including active veterinary care, a history of responsible pet ownership and an initial inspection of the breeding property.
Each female dog or cat is limited to one litter per year and no more than four litters in its lifetime.
