Garbage will now pile up for days, even weeks, until 311 receives enough complaints and comes to pick it up, Gobeil said.
He resorted to setting up his own camera. Last week, he caught a five-ton truck from another business dumping a huge load of garbage.

He posted the security video to a Facebook group in Winnipeg and identified the company alleged to have carried out the dumping. From there, people stunk, calling on the company to clean up its mess.
Gobeil said the company did just that. He hopes the whole ordeal sends a message.
“I think if everyone did their part and everyone took care of themselves, that would be a better place,” he said.

A spokesman for the city of Winnipeg told CTV News Winnipeg that dumping rubbish, rubbish or construction waste on any street, public place or private property is prohibited under bylaws.
They said residents who see someone dumping garbage illegally are encouraged to contact 311 to report and provide information that could help law enforcement officials investigate and enforce.
The fine for large-scale garbage disposal by an individual is $ 2,000, or $ 1,000 if paid early. The fine for a corporation is $ 4,000 and $ 2,000 if paid early.
