The driver, who received medical assistance, was detained and questioned.
Police are trying to determine whether he intentionally entered pedestrians or whether it was an accident, probably caused by emergency medical services.
About 130 emergency workers were present at the scene, officials said, adding: “The vehicle, a small car, was secured on the spot.
Photos from the scene show blankets covering what looked like a body in a breakaway area guarded by police.
Rescuers moved injured people on stretchers to an ambulance.
Actor John Barrowman was also on stage and he posted footage.
He said: “They are really bad guys … There are a lot of police, there is a dead body in the middle of the road.”
He added: “There are all the emergency services that are trying to help the victims and the people.
“The police presence is incredible. They are clearing the area, but it was cut off, I heard a crash and a crash when we were in the store and we just saw the carnage. “
Berlin Mayor Francisco Giffe wrote on Twitter that she was “deeply shocked by the incident.”

According to Bild, the man was driving a small Renault car.
The newspaper also reported that according to eyewitnesses, the driver initially tried to escape before being detained by passers-by who handed him over to police.
The incident took place near the site of a fatal attack in December 2016, when Anis Amri, an unsuccessful asylum seeker with Islamist connections, hijacked a truck, killed the driver and then crashed into a crowded Christmas market, killing 11 others and injuring dozens more.
Amri then fled to Italy, where he was shot dead by Italian police.
A police spokesman said police had learned from experience in 2016 dealing with Wednesday’s incident.
