Ontario to introduce ‘strong mayor’ legislation to speed up housing development

Municipal Affairs and Housing Minister Steve Clark is set to introduce a bill the government says will give councils more tools

TORONTO — Ontario is poised to introduce legislation today to give big municipal leaders so-called strong mayoral powers as a way to build housing faster.

Municipal Affairs and Housing Minister Steve Clarke is set to introduce a bill the government says will give councils more tools.

Premier Doug Ford said he plans a “strong mayor” system for Toronto and Ottawa and is considering expanding it to other cities.

Ford indicated in his government’s speech from the throne on Tuesday that systems with strong mayors would allow municipal leaders to reduce development timelines, standardize processes and address local barriers to increasing housing supply.

The prime minister previously said two-thirds of the council would be able to remove a mayor under such a system.

Ford did not indicate during the recent campaign that he planned to introduce such legislation.
