The United Nations Security Council (UNSC) on Monday listed Pakistan-based terrorist Abdul Rehman Makki as a global terrorist under its ISIL (Daesh) and Al Qaeda Sanctions Committee.
This inclusion comes after China last year suggested that India declare the Lashkar-e-Taiba (LeT) leader a global terrorist. In June 2022, India criticized China after it blocked a proposal to list terrorist Abdul Rehman Maki on the list of the Sanctions Committee, also known as the 1267 Committee of the UN Security Council.
“On 16 January 2023, the Security Council Committee pursuant to resolutions 1267 (1999), 1989 (2011) and 2253 (2015) on ISIL (Daesh), Al-Qaeda and associated persons, groups, enterprises and entities approved the addition of the entry, below, to its anti-ISIL (Daesh) and al-Qaeda sanctions list of persons and entities subject to the asset freeze, travel ban and arms embargo referred to in paragraph 1 of Council resolution 2610 (2021) security and adopted under Chapter VII of the UN Charter,” the UN said in a statement.
India and the US have already designated Maki as a terrorist under their domestic laws. He has been involved in fundraising, recruiting and radicalizing youth to violence and planning attacks in India, particularly in Jammu and Kashmir.
Maki is the son-in-law of Lashkar-e-Taiba (LeT) chief and 26/11 mastermind Hafiz Saeed. He has held various leadership positions in LeT, a US-designated Foreign Terrorist Organization (FTO). It also plays a role in raising funds for LeT operations.
In 2020, a Pakistani counter-terrorism court convicted Mackie on one count of financing terrorism and sentenced him to prison, according to the US State Department.
In the past, China has put up obstacles to the listing of known terrorists, particularly from Pakistan. It has repeatedly blocked proposals to designate Maulana Masood Azhar, the head of the Pakistan-based and UN-banned terrorist organization Jaish-e-Mohammed (JeM).
