Mafia culture operates as a combination of interwoven elements, Prof Belacosa told the BBC: “From the widespread presence of the Mafia in the territory, to little or no public cooperation with investigators, to an ingrained code of silence, particularly in small towns and suburbs, where the state is often perceived as absent.”
